Project Description: The Building Resilience of Civil Society and Youth to COVID-19 project is a four-year initiative (2021–2025) that strengthens the capacity of civil society, supports local enterprises, and enhances youth engagement to mitigate the socio-economic impacts of the pandemic in Gilgit-Baltistan and Chitral. Implemented across Gilgit, Astore, Nagar, Skardu, Shigar, and Lower Chitral, the project targets some of the most vulnerable communities affected by rising poverty, unemployment, and social marginalisation in the wake of COVID-19.

The project focuses on three interconnected areas: enhancing the organisational capacity of civil society organisations (CSOs), supporting the recovery and growth of microenterprises and farmer groups, and empowering youth through leadership development and skills training. Key interventions include the formation of new Local Support Organisations (LSOs) in previously uncovered areas, provision of management and capacity building support to LSOs, establishment of Youth Communication Forums, training of gender pairs to promote gender equality, and provision of Social Development Micro Awards to support community-led initiatives. Youth empowerment is further supported through life skills development, technical and vocational education and training (TVET), and the establishment of Youth IT Hubs.

To stimulate economic recovery, the project has provided small grants and business development support to micro, small, and medium enterprises (MSMEs), helping over 300 businesses recover and grow. More than 600 youth have received marketable skills training and toolkits to enhance their employability and entrepreneurial potential.

Through a community-driven approach, the project has reached over 7,000 direct beneficiaries, strengthening local capacities, creating economic opportunities, and enhancing the role of youth in building a more resilient and inclusive society in Gilgit-Baltistan and Chitral.
